The password for this name hasn't been stolen...I am asking for my friend...somebody stole his and changed it and he can't log in.
What are the legal ramifications of someone stealing and changing my email password?
The "Internet" ramifications is that he can lose his account.
But "legal ramifications" depends on where the server is, and where the attacker is. Generally crime punishment actions require that they both be in the same country. However lawsuits are pretty much worldwide and the server that had the email on it can sue for damages.
Basically, ask the ISP that had the email account
